Local time on November 6, the Russian Federation Council (upper house of parliament) voted to approve the Treaty on Comprehensive Strategic Partnership between Russia and North Korea.
On October 24, the treaty was approved by the Russian State Duma (lower house of parliament).
The treaty stipulates that the two sides, in accordance with their national legislation and international obligations, will maintain and develop a comprehensive strategic partnership based on mutual respect for state sovereignty and territorial inviolability, non-interference in internal affairs, equality and other principles of international law related to friendly and cooperative relations between countries for a long time. The treaty also stipulates that the two sides will cooperate in the field of combating international terrorism and international information security.
Local time on October 14, Russian President Vladimir Putin submitted a draft law to the Russian State Duma on approving the Treaty on Comprehensive Strategic Partnership between Russia and North Korea. Article 4 of the treaty stipulates that if one party is attacked by force by one or more countries and is in a state of war, the other party will immediately provide military and other assistance to the former by all available means. This is stipulated in Article 51 of the UN Charter and the laws of Russia and North Korea. Article 8 of the treaty stipulates that the two sides should establish a joint action mechanism and strengthen defense capabilities to prevent war and ensure regional and international peace and security.
